Community Town Hall
Monday, March 22nd, 7:00pm-8:00pm
This townhall will only be open to your input about creating new Bylaws in the following areas: fencing, parking, yard maintenance, trash receptacles, solar panels, neighborhood divisions for Board member voting. No other topics will be covered at this meeting. Additional Townhalls will be scheduled to cover other topics. You must register in advance for this Zoom meeting. After registering, you will receive a confirmation email containing information about joining the meeting. Since a meeting of this length must be hosted with a paid Zoom account, our Board President has volunteered to host.

New Terminology from Cusick: Covenant Oversight
What Cusick once called a "violation" they are now calling a Covenant Oversight.
So, where Cusick would issue a violation notice after an inspection,
now they will issue a Covenant Oversight notice.
In order to stay aligned with their terminology,
we are using that same language for what we once called violations.

Regulations for Covenant Compliance 2021
ince some of our Community Documents are confusing or lacking in detail, we want to provide you with some guidelines so that everyone is aware of what Cusick will be looking for during their Community visits. These will also be posted on the Cusick portal under Community Documents.
We hope that this will provide everyone with some clarity and direction.
Thank you so much for your understanding and compliance.
1. Yards. Yards must be edged regularly.
2. Basketball goals. Portable basketball goals may be kept in the driveway in front of the garage doors, on the lawn next to the driveway, or next to the side of the house. However, they must be kept away from the street.
3. Parking. Parking is allowed on the street in front of your own property. Please do not park in front of your neighbor’s property.
If you need overflow parking beyond what is in front of your property, please use the Common Area Parking Lot in front of the pool or street parking in front of Common Areas. If you need overnight overflow parking in the Common Area Parking Lot, you must submit a request to the Board, receive a temporary permit, and place it in the car(s) parked there. (Please leave the permit in a visible area, such as the front or back window.) Otherwise, your car is eligible to be towed at your expense. In your overnight parking permit request you must submit: your name, address, email address, phone number, description of the vehicle, and dates the overnight parking is needed. No commercial vehicles may be parked overnight in the Common Area Parking Lot.
If you drive a large commercial vehicle with your company’s logo/design on it, you may park it in your driveway, but not on the street due to size.
4. Fencing. Since the fencing requirements for the various areas of Ebenezer Village differ and since these requirements are currently under review for change by the Community in our new Bylaws, fencing Covenant Oversites (this is Cusick’s new name for inspection violations) of height and width of slats will be suspended for 2021. Fencing Covenant Oversites for broken or unsightly fencing will still be active.
However, the ARC will still be required to use the current Covenants for all new homeowner requests. If you’re not pleased with your current Covenant’s fence requirements, then perhaps you may want to wait until the new Bylaws are approved before you invest in your new fence.
The Board is committed to creating a fair compliance program once the new Bylaws are passed by the Community.
5. Moving Containers. Although trailers are not allowed to be stored in driveways or on
lawns, the Board is allowing for a 30 day variance (temporary exception) for moving containers, such as PODS, for packing and moving purposes. Variances will be granted upon request by a homeowner from the Board. Please submit: your name, address, email, phone number, and dates the container will be on your property. No more than one container at a time will be allowed.
6. Yard/Political Signs/Flags. While “the erection of any sign, advertisement or bill board” is not allowed, we do understand that some homeowners may wish to share their support for such causes as BLM. In which case, we ask that you purchase a small yard flag instead of a yard sign - the size that many people place under their mailboxes.
9. Trash/Recycle Receptacles. Receptacles must be “screened” from the front view of a home. Bushes are considered an acceptable screen. Receptacles may be placed immediately behind the bushes or farther away from them down the line of sight beside the home. Receptacles may also be placed inside a homeowners fence, even if the receptacle can still be seen above the fence-line. Receptacles may also be stored inside the garage.
10. Tennis Courts. While the tennis courts’ surfaces need repair/resurfacing, there are other Community matters that are taking financial priority. [Like the retention pond.] Therefore, at this time the Board is allowing activities such as children’s bike-riding on the tennis courts. However, because there have been issues with homeowners not picking up dog poop within the tennis courts, dogs are not allowed on the tennis courts. However, tennis players have priority. So, anyone pursuing another activity must take their equipment and exit the tennis courts if players arrive to play.

ARCIf you'd like to learn how to assist with the Architectural Review Committee, please complete this form. This committee reviews requests from homeowners to make changes or additions to their property. The ARC reviews the community documents to make sure the proposed changes or additions comply with the current documents. Taylor Droke will be leading this committee.

Social CommitteeThis committee will work to schedule and oversee neighborhood activities to promote a sense of community. They will work to create policies and procedures, as approved by the Board, for homeowners to use when they desire to plan an activity, or a pool party, playground party, etc. Keith Lugthart will be leading this committee.

Amenities CommitteeThis committee will work to create rules, policies, procedures, and general review and information sharing for all amenities: pool, playground, and tennis courts. This committee will work to maintain and/or improve amenities and seek the community's input.

Retention Pond Update
Neighborhood OverviewAs you may remember from our Budget discussion, one of the retention ponds needed repair. The pond with the red line above notes the one with the erosion troubles. While there is, unfortunately, more work that needs to be done we have made a good start.

Swale WorkThe swale area shown here comes out next to the pool and goes back toward the retention pond. Repair was made to fight erosion.

Grass Seed SownAfter the repair, grass seed was sown. Let's hope all the rain helps it grow!
